I was about to suggest statically linking PangoPDF to libfo.

Add '--enable-static --disable-shared' to the PangoPDF 'configure'
command line.  You may also need to add
'--with-included-modules=basic-gp'.

You may also need to add '--enable-static --disable-shared' to the
xmlroff 'configure' command line, but I suggest trying it without
first.
