xmlroff-0.2.3 is the first xmlroff release that does not need PDFlib. xmlroff is at http://xmlroff.sourceforge.net/. xmlroff-0.2.3 compiles and runs independently of PDFlib when you use the --disable-pdflib flag when you run configure. Similarly, it is independent of GNOME Print when you use --disable-gp. xmlroff defaults to using PDFlib instead of GNOME Print simply because prior versions supported only PDFlib output. The next release of xmlroff is expected to default to using GNOME Print and to require PDFlib support to be explicitly enabled if it is wanted. The xmlroff website is being updated as I write this. There's a new 'Making a Release' page on the xmlroff Wiki. Suggestions for improvements are welcome. Thanks to Charles Bozeman and Gerrit Haase for providing feedback about the CVS version (and to anyone else who tried it without reporting the lack of a problem). Solutions for the interdependency between PangoPDF and GNOME Print are welcome.
