#42 More flexible academics subelement

It would be great if there were another element
under "academics" that was a bit more flexible than
"degree".

For instance, a resume maker may have spent some
time studying at a special institute or on a program
that did not result in a degree, but is relevant to
the type of job he or she is seeking.

For example:

Prague Center for Destructive Arts, Prague, Czech
Republic. April 1996 to Sepetember 1996. Studied
aesthetic demolition and obliteration theory.

In this case, the resume maker would want to have
an element under academics with a date range,
institution, and annotation.

Currently there is no way to include such information.

I've closed 460158

which requested an element for professional certifications.
It includes a suggested implementation.

Certifications are just a special case of what is requested
in this RFE. I'd like to come up with a more general element.
