#161 Add a element in academics for certificates

I'd like to add an element for certificates, which are
like degrees in many ways.

This would be identical to the <degrees> and <degree>
elements in many ways. I propose

<certificates>
<certificate>
<name>Certificate in Tech. Management</name>
<institution>.....</institution>
<annotation>....</annotation>
</certificate>
