The original developers have moved on to other things, but I believe Matt LeClair, a new(ish) project admin still has interest in keeping the project going. So I wouldn't call it dead; perhaps "sleeping" is more accurate. If you want to help wake it up, I suggest you submit a patch. Also, note these previous discussions:
I'm interested in keeping this project going. I'm only just starting to learn XML and XSLT, but I'm absolutely loving it. I'm also extremely experienced with semantic markup and CSS, and I think I might be able to add some polish to at least the HTML output. It might just rejuvenate a little interest. :)

In the meantime, you might want to check out HR-XSL. It's definitely awake; I just released a minor update last week.

And as for whether XML Resume is "completed", remember that software is *never* finished, especially not open-source software.

Hello again. I decided to visit back and see how things are going. Looks like they're about the same.
I'm a lot more comfortable with XSLT now, so if any admins read this, I'm still ready, able, and willing to join devs for this project. :)

I don't know of any other way to get this project moving forward again.
Also keep in mind that the HR-XSL project is still going strong. Since 2003, it's had 9 releases, while xmlresume has had 0. See:
