This is a pretty low-level error...I'd say the first step in triaging it is to gather up versions: what version of Windows is your machine running, and what version of PostgreSQL?  Java can be seen here (6.0_43-b01).

The Keck lab computers on which students have been doing their exports have Windows 7, Java 7u45, and PostgreSQL 9.2.4.
