[Xmldb-org-xupdate] [VOTE] Uche Ogbuji

As per our rules for adding new developers I hereby propose that we grant Uche 
Ogbuji commit status on the XML:DB project. His primary focus is on Xupdate, 
where we currently completely lack active developers and are in great need of 
help.
