Update manager is the way to go, but I know it does not work well
at my work (thanks to our Microsoft proxy and eclipse's crappy 
support for proxies), so if we go that way with the README_TO_INSTALL 
as the file for the latest release you might just want to through in 
a quick word about manually installing the update manager files off that
are in: http://xmlceclipse.sourceforge.net/site/plugins/

I still think it would be a good idea to stick the release on there 
every once and in a while, otherwise folks will think the project is 
dead when web browsing (even though they may be able to get a 
new version through updater).  But maybe a pointer to the Wiki 
in the README file could do the same.
