It is still broken... 

C:\Java\eclipse\plugins>dir xmlc*.* /s
 Volume in drive C has no label.
 Volume Serial Number is 54CF-1037

There is no plugin.xml, there is also no \libs directory.  Eclipse
totally ingores it when I start up, no "enable XMLC", no properties
pages...

I'll see if I can build a working one from the CVS and post 
it on the Wiki.
