The official website for xml-coreutils is at

The latest version is 0.8. It compiles (certainly) on debian and ubuntu,
and (probably) on bsd/mac. The website has some instructions on how to
compile the code. For now there are no packages.
The xml-coreutils are currently alpha software, and shouldn't be used
for anything serious. Some of the commands are much more developed
than others. You should probably start by reading the tutorial at
http://xml-coreutils.sourceforge.net/xml_coreutils_tutorial.html
