This is a known bug of the rebar wrapper (the menu/toolbar widget) in wxWidgets. You can fix this by disabling the MS Rebar under Tools>Options>General.
Menu- and toolbars have been problematic on Windows since MS implemented the Office 03 menu- and toolbars for .NET use only.
I have decided to drop the rebar control anyway, though: in the end functionality and accessibility has to come first. (On Linux this has never been a problem.)
Should be done from 1.1.0.3.

When I try to pull up the menus using ALT+F, E, I whatever... I cannot get the menus to drop. ALT + Space work fine but nothing else.

Agree with your stance on functionality.
I should have known better and just ran it under Debian but sometimes quick and dirty has to do.
