#215 [Windows] Fails to load RelaxNG schema

Version: 1.2.1.3
If I try to validate against a RelaxNG schema XML CE fails to load the schema.
Here's what the schema selection dialog shows after I select the schema:

file:///E:/Temp/shortrelaxng.rng

Here's the error message:

Error at line 0: xmlRelaxNGParse: could not load //file/Temp/shortrelaxng.rng
