Thanks marco, I hadn't seen the latest post (though I was aware of the original one and have made a lot of changes as a result) -- unfortunately, in trying to address the po directory issue I seem to have broken the localisation across the Linux distros and can't seem to get it back to work :-(

OK i'm on track to resolve this one: the problem isn't, it turns out, the change I made to move the message catalogs to the po directory (which wasn't the correct solution and I'll fix this for 1.1.0.7), but that the framework erroneously flags all languages other than English as unavailable before even trying to load the message catalogs.
I'm hoping to put a workaround in place for 1.1.0.7.
