Well, I've drifted around here for about an hour. All I seem to be able to find is source code files (tar.gz and/or bz2) for ffmpeg and gui-ffmpeg. It looks like it has to be compiled before an app is created. Is that the intent? Or, if I'm looking for a complete compiled ready-to-run Win XP version, should I be looking elsewhere?

Yes, ffmpeg in SourceForge is a source only project. No country has got rules against distributing source code (kind of free speech), but in these days many countries allow patents on software, and hence there could be legal problems in these countries for distributing the compiled executable.
You may compile ffmpeg under Mingw or under Cygwin, read the documentation to see how.
If you still have problems, you may submit them to the FFMpeg devel or user mail lists.
For the compiled versions (4 win32) you can try the celtic druid versions:
