#3 Loading supporting schema without target namespace in XMC Cat Builder

In the uploadSupportingSchema method of BuilderBean in XMC Cat Builder, which is called when a user clicks the "Load File" button in the right-hand panel of the second stage (imports and includes), it returns an error if the supporting schema does not have a target namespace.

For FGDC, this needs to be changed, but need to check the downstream consequences.
