[XLattice-devel] util-0.3.9 release

This release adds ucFirst and lcFirst methods to StringLib.  These are
used fairly heavily by upcoming corexml and projmgr component releases,
which are used by the JAppGen J2EE MVC application generator,
jappgen.sourceforge.net.
