Perhaps in theory developer CVS is up - but in practice it's down.

I just tried to add Mark's GUI client to CVS and got:

{883} cvs add stun.gui.*
ssh: connect to host cvs.sf.net port 22: Connection refused
cvs [add aborted]: end of file from server (consult above messages if any)
