#62 Non editable reports are editable

There is no checking on the saving of reports to see if
they are not supposed to be editable. If the user
changes the report page so that the editable warning is
removed and submits they can edit reports.

This is not a huge problem bc we will mostly likely
blow away all the reports that they have changed on the
next upgrade. but it should be fixed.
