#21 Program has to be restarted if DTD changes

I was testing the validation capabilities of Xin and
noticed that for changes to my .dtd (linked via
<!DOCTYPE <root> SYSTEM "somefile.dtd">) to take effect
I had to close the entire program and re-open it.
