I've installed xine 0.9.7 from the rpm's including the ogle libdvdcss rpm
too. However when I try to play an encrypted DVD xine refuses to play
it. It makes no attempt to use libdvdcss. How can I tell xine to use it.

Xine doesn't use libdvdcss all by itself, the standard DVD plugin is
totally incapable of using any CSS decryption. Libdvdcss is the one
that's used (along with libdvdread) by the dvdnav plugin (dvd.sf.net)
which provides fairly complete menu support for Xine.
You might also want to try the d4d or dmd plugins, both of which seem to
work for different people (and both of which work for me). There are
lots of links on the front page of the Xine website. d4d is also quite
easy to install as it is self-contained - I believe dmd is too, although
my recollection of the installation process is quite hazy (which means
it can't have gone badly, else I'd've remembered it).
