Has Xine considered participating Google Summer of
Code? In case you aren't familiar with it, the Summer
of Code program pays college students $4,500 to work
on their favorite open-source application over the
summer. The mentoring project (ie. Xine) would receive
$500 per student.
Last year Google sponsored over 400 students
worldwide, and this year expectations are that they
will increase that amount.
Google is now accepting applications by mentoring
organizations, who are invited to suggest ideas that
college students can start working on. More

Thanks for the tipoff. I was able to get FFmpeg into the project,
though I did not try with xine. :) I have more pressing ideas for the
former than the latter, starting with a fresh VC-1 implementation (that
will go into xine upon completion):
