Summary: xine (libdha) fails to build in tr_TR.UTF-8 locale

Initial Comment:
libdha builds a pci_ids.h header from a simple database 
file using an awk script. Awk script - depending on case 
conversions - fail to build a proper header file in 
tr_TR.UTF-8 (and tr_TR) locale. 
 
(In Turkish uppercase version of character i is something 
different than I) 
 
Setting locale to C before running the awk script solves 
the problem.
