I can prove that it is not (I have a Hong Kong Warez DVD, complete with directly copied CSS encrypted data). CSS is an "access control" mechanism, and is not protected by law (yet). The DVD CCA association can call it a copy control mechanism; they can call it a murder prevention mechanism; it doesn't make it true. Besides, this law does not have mandate of the people, so it won't stand up well in a court in a country that is not run by the wallets of the corportations.
