Lower/uppercase sort in German and others is wrong

With the attached index example, and using
texindy -L german-din
"Arm" is sorted before "arm".
According to Marc Wilhelm Küster, this is wrong;
according to DIN 5007 (also per default ISO 14651 and
ENV 13710), lowercase letters should come before the
uppercase ones.
We need to determine the languages that are affected.
Probably one needs to update the make-rules language
definitions.
