#16 Check: digits in letter-group default?

This ticket might be a documentation ticket. If we
don't change the software, the current behaviour must
be documented more prominently.

Digits are placed into letter-group default. There,
they are sorted inmidst other non-letters, just as
their encoding happens to be.
Maybe they should go into an own letter-group "digits".
Or they should be sorted at the end of the default
letter group.
Or they should stay where they are.

First, we need a survey, what is `usually' wanted.
And we should check the ISO standard, if he has to say
anything on that topic.
