#419 HDD standby activation

HDDs are not going in standby mode / spin down by timer, but do so immediately when Page "Disks -> Management" or Page "Diagnostics -> Information" is called in the Web GUI. Service ataidle or similar service responsible for spinning down drives seems only to be activated by these pages, but not running in background as it should.

XigmaNAS 12.1.0.4 - Ingva (revision 7542)
HDDs are 4TB Toshiba N300 (HDWQ140)

Correction: Service is camcontrol. most probably not ataidle
