Scrollable areas (e.g. tree, file list) can be scrolled up and down with mouse wheel when the content doesn't fit vertically and vertical scrollbar is present. It makes sense for horizontal scroll to work the same way, controllable by mouse horizontal scroll when horizontal scrollbar is present and the contents width doesn't fit in the view.
Yes I agree and this work as expected in Xfe. If not then it's a bug...
It doesn't appear to be working.
I tested in both in Arch Linux (xfe version 2.0.1) and Ubuntu 24.04 (xfe version 1.45). Neither have horizontal scroll working ¯\(ツ)/¯

To me, it works as expected. When the tree list or file list has items whose width is longer than the list width, the horizontal scrollbar appears and you can scroll horizontally with the mouse. See attached screenshot, taken in Ubuntu 24.04.
