[Xenocide-programming] Technology Tree Alpha v1 (Contains provisional techtree XML standard)

Here you go everybody, attached is the techtree.xml file which contains 
just about everything I think we need to do the technology tree.  Let me 
know if I left something out or if it is hard/difficult to implement.

Note that this will require the creation of a few subfolders:
One that hasn't been named yet to host the XML files
/ufopedia inside that to host the text files for each entry in the ufopedia
/ufopedia/short for the short entries that will display on the research 
screen before researching a tech.
