The URLs that we use in xena files for namespace identification (such as "http://preservation.naa.gov.au/wrapper/1.0") should really contain some content. Although this is not required for namespace references this is the convention in many other organisations and would assist external users.
Also the number of references to namespace URLs in xena files is probably more than is really necessary.
