Most commercial recordkeeping systems can generate a VERS Encapsulated Object (VEO), which is a Victorian Public Records Office mandated Submission Information Package.

in its basic form, it comprises of a data object wrapped in a whole heap of XML (recordkeeping) metadata.

It would be useful to be able to extract both the data object and the metadata so that they can be processed independently.
