Admittedly, the chances of receiving one from an agency is remote (they would probably be using more powerful desktop publishing applications), we have no guarantee that we will never receive one
I'd be happier to see this one "postponed" rather than outright rejected
It just should be a feature request rather than a bug. I've moved it now.
