What steps will reproduce the problem?
1.have to wait indefinitely with msg of REQUESTING FROM SERVER
2.re-installed xe from scratch but it does repetedly
3.Cannot do design setting

What is the expected output? What do you see instead?

It is s serious defective.
This version cannot be a final at all. Bug should be fixed.
