#74 Motif: Key commands should work in the whole button bar

In the Motif version of xdvik, key commands (PageUp,
End, B, etc.) can be dropped in the canvas, of course,
in the list of page numbers, and in the right part of
the button bar which contains no buttons.

Key commands don't work in the menu bar and in the left
part of the button bar where the buttons reside. It is
irritating that key commands can be used in just a
fragment of the button bar. So their scope should be
extended to the whole button bar.

The same applies to the menu bar. Many window managers
put the focus on a window when the mouse pointer
resides in it (without clicking). So it would be
convenient if the key commands also worked in a
(inactive) menu bar.
