#95 XDM keeps on asking to accept Privacy Agreement
I observe the exact same behavior as described in this post:

After each restart of Firefox, XDM keeps asking to accept and continue. When this button is clicked, the tab closes but it reappear after the next start of Firefox.
Today I work on Ubuntu 18.04 with latest Firefox and XDM.
I use the settings that Firefox history/cookies are cleared on each Firefox close. Maybe this is related.
