http://www.e-bachmann.dk/docs/xbase.htm contains documentation for all foxpro related datatypes. Also, there is a perl implementation that supports DATETIME field. You can take a look at how they interpret the data. The perl module is call DBD-Xbase.
However, the documentation only mentioned that DATETIME field is a 8-byte data. It didn't mention about the actual representation. I am searching more information too.
