#128 Crossover for Advances Research

Just as tech for one unit type can crossover into tech
for other unit types, it would be nice for the same to
apply for advances.
Some additional restrictions on crossover (for both
tech and advances) might need to be able to be set, if
unit-private tech and crossover is implemented.
