If there is an attempt to create a new unit inside an
enemy ZOC, the enemy should respond by trying to
counterattack or counterfire at the creator.
Furthermore, the 'create' should only be successful, if
the ZOC is non-blocking (i.e., the creator could move
into it).
It is an open question whether the creator should have
to pay extra ACP in order for the creation inside an
enemy ZOC to be successful, assuming the creator isn't
killed by a counterhit.
It is also an open question whether a successfully
created unit should be automatically attacked upon
creation by the enemy unit whose ZOC it is violating.
This also leads to the question of whether an unit
under construction in an enemy ZOC should be
automatically attacked once per build performed on it.
