Currently there is a range of actions defined by acp-to-x
and where x is the action a value of 0 disallows this
action. Greater flexibility in game design would be
achieved by separating the "allow" and "acp" aspects of
this command. This could be achieved by adding a new
command: "can-x", a true or false choice.

I agree completely. In fact, this is where Xconq development
is already headed. This is already in effect with the
'change-type' and 'transfer-part' actions, and I will be
extending this flexibility to others as I find opportunity
to work on them.
