[Xcircuit-dev] make fails

Hello,

since version 3.6.4 i can't compiule xcircuit.
It seems that xcircuit does not accept a different/ usual location for
tcl which, in my case, is located under /local/....

Config seems to find tcl.
Attached is the error log.
