I've made several libraries specific to PCB netlists, you can get the ones 
for resisters and capacitors here:

I'll add others when I think I'm done changing them.
If some one wants me to post theirs there as well, I'd be happy to.
Hopefully at some point they will make the official XCircuit web page.

I would not lump them all into one library, but I agree that they should be 
separate from the VLSI libraries.
