Nice to see that this bug afflicts Microsoft HTML Help Executable too,
anyway this is the fact:
trying to open "C:\%spostare\e-books\Optimizing C++ (1999).chm"
from the Windows command line reports "Error loading CHM file!"
If trying to open at run-time it just prints nothing!
Hope you fix this so i will make it the default CHM viewer under Windows.

And what would be the correct way to handle that, in your opinion? To ignore the '%' character? To escape it? Some things might be better left alone :-).
