#1531 Missing ... for Preferences menu item

Menu has Settings -> Preferences
But since it opens a dialog, it should be suffixed with three dots
Should be Settings -> Preferences...

    There is some contention with this issue.

    XChat uses "..." when it's going to do an action where you will need to enter more information, but will get a chance to cancel it. I believe that's the more standard meaning of "...", even though xchat doesn't fully comply with it everywhere. If this is followed, Preferences shouldn't have "...".

    I don't think Gnome's policy has changed?
