#191 nicextraparams support for configbond

Below is a patch so far to have configbond to have nicextraparams feature, at the moment, this only implements rhel/centos based systems

This patch also allows for VLAN'd bond interfaces as well

Arif, thanks for proposing the code change. I have moved the 2 subroutines get_nic_extra_params and parse_nic_extra_params to xcatlib.sh per your request in bug #4641. Please get the latest code and refer to configeth to see how to use them.

Arif, do you see a need to honor the extra parameters for configbond? Can you give us an example of such parameters? Thanks.
