#4629 xcat 2.7.9: makedhcp -n should put authoritative statement in network stanza

When the authoritative statement is outside of the network stanza it acts globally, possibly sending information to nodes on networks not administered by the management node. Therefore the authoritative statement should be included in the network specific stanzas that the management node is responsible for.
