#4619 [FVT]2.10:no service.rhels7.ppc64.otherpkgs.pkglist on rh7.0 env

How to reproduce:
1.down the latest build

1. install xcat but could not find service.rhels7.ppc64.otherpkgs.pkglist
   [root@c910f02c03p15 rh]# lsdef -v

cd /opt/xcat/share/xcat/install/rh/

Add the otherpkglist
remove the rhel7.0 from xcat-dep: recompile perl-net-snmp using the version shipped with rhels7.0, change the requires to be >=

Fix bug 4916, Update the SPEC file with net-snmp-agent-libs >= 1:5.7.2-0 and net-snmp-libs >= 1:5.7.2-0. For compatible with RHEL 7.0 and 7.1 and later.
