We are attempting to install xcat 2.9 development version on top of an installation of PCM.
We have copied the xCAT-core.repo from:
http://sourceforge.net/projects/xcat/files/yum/devel/core-snap/xCAT-core.repo
but when we attempt "yum update 'xCAT' we get:

You could try using --skip-broken to work around the problem

It's a little confusing on the download site. There are 3 sections:
Latest Released (Stable) <-- 2.9 GA
Latest Snapshot Build <-- 2.9.1
Development Builds <-- 2.10
If you are trying to get the latest 2.9.X build, you should point the repo to 'core-snap', not the 'devel' path, which is trying to download 2.10..

found the problem:
had to add another repo file:
http://downloads.sourceforge.net/project/xcat/yum/xcat-dep/rh7/ppc64/xCAT-dep.repo
to the /etc/yum.repos.d directory.
Right, but doing that would have upgraded your system to running xCAT at version 2.10 , which is fine if that is your intent.
yes, that was my intent, i had not realized that the development branch had advanced to version 2.10
