#2517 confighfi cannot reset the running hfx interfaces

Currently confighfi is using ifup to bring up the hfi interfaces.

In previous system and OS, the hfi interfaces are not in running state, so ifup can bring up them and works fine.

But if the hfi interfaces are in up state with wrong configuration, ifup which is used by confighfi cannot reset its state. confighfi should use ifdown and ifup to reset their states.
