xc3sprog is in maintainance mode from my side. If you provide a patch, I will check and probably apply. Otherwise I have no current usage of xc3sprog and so I will not add features myself.
Perhaps look at what openocd does to set the location. Try something similar in xc3sprog. If you have specific problems, ask and I will try to help.
