At the moment xBRZ is one of the best upscaling algorithms.
I think all projects that use low resolution images in one way or another should incorporate xBRZ upscaler.
I would like to use in ZDoom and derivative projects.
However I cannot do this because of GPLv3 license.
Could you please re-license xBRZ in this particular case to some other compatible license, LGPLv3 perhaps?

What is the ideal location to request special licensing permission?
How should an inquiring party contact you about alternative licenses?
Are you currently consenting to alternative licences, so should people bother or give up?

I'm hereby granting you permission to use xBRZ in combination with ZDoom as long as it is used for non-commercial purposes.
Thanks for the permission and for your great project.

Ideally: don't :> (and try to get along with GPLv3)
