#432 put map properties in config file with maps

Allow for a map properties configuration file that is stored with the map (much like a .dbfawk goes with a shapefile) to allow a default set of map properties to be bundled with the maps, so that map properties do not have to be created from scratch.

The map properties dialog should have the option of overriding the config file settings, or perhaps the config file should simply provide a set of defaults to be imported into the regular map properties interface (but that could get confusing if a user changes the file and the display doesn't change).
